The call is open for Com'ON Green Mission Youth Teams (NYT) consisting of 3-5 young people (i.e. 1 coordinator and 2-4 team members) who come up with a creative and innovative idea for the program. Track A - high school students from classes IX-XII, studying in Cluj-Napoca, in the academic year 2024-2025. Track B - Bachelor, Master or PhD students, up to 35 years of age (35 not yet reached) studying at a university in Cluj-Napoca, in the academic year 2024-2025.

1. Create your team on https://green.comoncluj.ro. Each team member makes an account on the platform (if they already have an account, it can still be used). The coordinator creates the team and adds team members via their e-mail addresses.
2. Complete the application form with the idea proposed by your team.
3. When the idea is finalized, it will be submitted through the platform by the deadline: February 18, 23:59

There is no maximum number of ideas that can be submitted from the same group, but a maximum of 2 of these ideas can be awarded, in descending order of the number of votes.

All ideas are subject to a technical check that they are clear and concise in their description of the idea and meet some basic conditions regarding ideas: see Rules 2024 here. All ideas that meet these conditions (either through the original description or through additions received in the technical verification process) advance to the public voting stage.

In order to respect both the principles of this process and the legislation in force, certain categories of ideas and/or expenditure cannot be funded under the project:

• ideas that do not fall within the objectives and activities of this participatory approach;
• ideas that are not drafted on the basis of the standard competition form;
• individual funding requests (e.g. scholarships, travel sponsorships);
• ideas which, by their nature, are traditionally run/organized by other entities under legal forms (organizations, companies, etc.);
• loans, retroactive expenditure of ideas and activities completed or in progress;
• ideas of a political nature;
• ideas inciting xenophobia, racism, violence, hatred
• ideas with a discriminatory message towards certain social/ethnic etc. groups;
• ideas encouraging alcohol/drug consumption;
• ideas initiated/implemented by age groups other than 14-35.

All ideas proposed under this approach will be checked against these conditions before being put to a public vote.

Anyone who declares that they live, study or work in Cluj-Napoca and are at least 14 years old will be able to vote for the ideas in this participatory process. The voting phase runs from 19 September to 3 October.

Voting runs from 19 September to 3 October 2024.

Anyone who lives, works or studies in Cluj-Napoca and is at least 14 years old can create an account on www.bugetareparticipativa.ro and vote with it.

Any person who has created a personal account on the budgetparticipativa.ro platform can cast their vote in the Com'ON Cluj-Napoca participatory process. If a person does not yet have an account, they can create one during the voting period.

The person who has created or is going to create a personal account declares his/her relation to the municipality of Cluj-Napoca (live/study/work in Cluj-Napoca) when registering.

The personal data of each user will be managed by the Cluj-Napoca City Hall in accordance with the terms and conditions presented on the platform bugetareparticipativa.ro.

Votes can be cast on www.comoncluj.ro, go to the VOTE NOW section by entering an idea description and clicking on the VOTE button. Each person is entitled to a maximum of 10 votes cast for 10 ideas. An idea cannot be voted for more than once by the same person.

The platform will highlight the number of votes remaining and the fact that the idea has already been voted on by the user (if applicable).

PASSWORD RECOVERY: If you are already a user on bugetareparticipativa.ro but you have forgotten your password (it happens), you can ask for it to be retrieved at the e-mail address you used to register. Once you receive a recovery e-mail, you can update your password. In this case don't forget to re-enter your password and then come back to comoncluj.ro to cast your votes.

The votes cast can be seen under the description of each idea. The final list of results will be published on 4 October 2024 on this website.
